13 year old with potentially impacted canine?

My 13 year old son has nearly perfect teeth. No bite issues, nothing is even slightly crooked, he’s never even had a cavity. He has been seeing an ortho since elementary just to make sure everything came in good. Ortho has been saying he likely won’t need braces but wed watch everything just in case. We were waiting on his last baby tooth to come out, a canine. It never even got loose so we had it pulled in February of this year, hoping the adult canine would come in behind it. There is still nothing there.

Ortho hasn’t taken a panoramic X-ray since January but is now saying that his canine likely won’t come in without help since it’s been 6-7 months since the baby tooth was pulled. He’s recommending braces just to get that tooth down. I know the risks of leaving it, he also hates the hole in his smile, so I am not opposed to braces. I guess my question is, is it really unlikely that the tooth will ever make its way down? Do we give it more time? Or is 6-7 months enough time to say it likely won’t come down on its own? Did anyone have their canine come in on its own after being told it wouldn’t?

The panoramic xray is from January, so not currently.
