Should I pay for ic replacement even my laptop is not turned on ?
A month ago i was cleaning my laptop fan and it also vibrating so, my friend says I have a fan so tomorrow bring it to me I will replace that fan in 200-300, but I could have shut down the laptop and do other work but I had chul, I think if I can stop it's vibration for temporary till tomorrow, so applied a paper and normal paper to just support fan's propeller it actually worked but some how vibration stops and I was doing this running laptop and while doing this laptop suddenly shutdown I try to turning on it did not turned on so I call my friend and told him this this is happened he said maybe it's voltage fluctuations or the Short circuit or processor dead , i gave him to repair my laptop so said he tried changing charging ic (photos of changed ic's not that straight green line) he charged me 700,I had doubt on him if he really changed ic or not , after that I give my laptop at papa's friend computer shop today i ask him should I pay him or not he said you should give only testing fee only not for the ic and why he is asking money if laptop is not turned on ,dell latitude 5411 i7-10850h
