What is this weird postcard about the Joe/Mandi supes race?

I got a postcard yesterday from Escucha Mi Voz with an issues comparison of the two candidates, only I cannot figure out what in hell they're trying to say beyond "we want Mandi, not Joe." The comparison gives Mandi thumbs up on all listed issues; for some, there are just asterisks for Joe because apparently he wasn't on Supes then (when?) and has no record. But then he's got red Xs on the rest, I guess meaning he voted against them at some point? Only he's never been a supervisor. He's the IC Night Mayor, Pride organizer, and a flight services manager. There's no reference to where he's taken the positions they're talking about.

Anyone know if there was a survey or something that this is coming from?

Stay pat on old water heater or buy new?

I've got a ca. 2012 lowboy electric Ruud hoisted up on a weird little platform over the washer/dryer, in a rental unit, third floor. Because I got clue too slowly, I never did maintenance on it, & started looking into replacing it a few months ago just because it's old. Still heats fine, but yesterday the brass drain valve started leaking very slowly, dripping into the washer. No signs of leaking anywhere else, no noises. I started making quick plans to replace it. Had a plumber look at it in the meantime in case there was some emergency there I didn't know about. He capped it and said don't bother replacing it over this, this could go another ten years, electric lasts longer anyhow, and the new ones won't last.

Would you replace or no? Or do a maintenance call to see what kind of shape it's in? Keep in mind this guy is chronic about not charging when it's not necessary, if he says you don't need it, he means it, and I appreciate that. Otoh, it's a little more risk than just me and my garage and an inconvenience; it's tenants in their living space, flooring I'd rather not replace yet, and depending on whether anyone's home at the time, damage to units & messing with people below. TIA -
