should I reach out or move on ??

hey guys im a recent masters grad in public health. i applied for a research role at an academic medical center in march and had three rounds of interviews. in mid-april i was asked for references, and in may the main interviewer told me im the chosen candidate. they said HR was backed up but that i should receive the formal offer letter within a few days

few weeks later another team lead reached out asking for additional references because some of the ones i originally provided hadn’t responded. i sent over more references, and then it was radio silence. i followed up a few weeks later asking if there was anything else i could provide, and they said HR would be reaching out soon.

i still haven’t heard anything from HR. im just unsure if it’s okay for me to reach out one last time or if i should accept that this is probably over. im mostly confused because i was originally told i was the chosen candidate, so i dont know if i should assume HR is just that backed up or if something changed behind the scenes.

im applying to other jobs in the meantime, but this whole process has taken a lot of time and energy. would you reach out one last time, or just move on?
