What the hell does this mean?

So I'm re-reading Virtual Light cuz I just got Idoru but I really struggled to keep up with VL so I'm going through it again so I'm up to date. This scene Rydell's having breakfast with his former boss and they're talking about how the Costa Ricans have phased out their military by handling the globe's data. Out of nowhere Rydell says "Regardless what it is" and I can't for the life of me work out any context where that response has any actual meaning in the conversation.

Am I dumb? Am I autisming too hard? What does this mean?

I'm fairly new to board games, but I'm a long time Cthulhu fan. When I heard about this game with paintable minis I was SO excited. But it seems there's never a copy of S1 in shops, and copies outside official stores are intensely expensive. Then there's the whole seasons and expansions things I just don't understand.

It seems that seasons 1 and 3 were "core" boxes, while seasons 2 and 4 were expansions to those boxes. Is that an accurate assessment?

Also is season 1 out of print now? It just seems impossible to find, but seasons 2-4 seem to be readily available?

How do I go about getting a copy of this game?
