Is the compensation offered being fair for a manager role @6yrs of exp?

My friend with 6yrs of exp was recently offered Manager role with BofA. But the thing is that we feel they’re being super lowballed
Current package - 17.8 LPA @6yrs exp*
Offered package - 22.5 but HR asked will it be open to negotiations
Now the problem is that we have researched and can see people with similar exp are making around 30 lpa.
Can anyone here help us confirm if they’re being lowballed with their first hand exp and also how to negotiate for a higher pacakge!**
Tech stack- Gen AI, Data science, python, sql, tableau
