The Princeton development was rejected 5-2

Their first request was denied 7-0, this time it was denied 5-2.

Reasons P&Z Members Gave for Denial

  • Against rentals
  • Pro office
  • Other
    • Potential shadow issues due to height and courtyard width
    • Improves pedestrian connectivity, but not enough
    • Removes more trees than it replants
    • Greenspace is too small

Reasons the Developers Gave to Encourage Approval

  • They have worked with P&Z and staff for 2 years and did the following as requested:
    • Added ownership and office components
    • Held a community meeting and addressed feedback
    • Worked with surrounding property owners to fix sidewalk gaps
    • Created and presented a shadow map
    • Increased open space and trees saved
    • Got Green Building bronze standard
    • Made 3% of parking spots have EV chargers
    • Added public art
  • Other reasons
    • Property is not near any single family houses
    • This office has no tenants, has asbestos and large maintenance issues
    • Surrounding offices have higher vacancy than DFW average

"The Princeton" development pivots to mixed use after previous apartment-only plan was denied by Addison Planning & Zoning

  • Previous plan:
    • 400 apartments
  • New plan:
    • 365 apartments
    • 10 townhouses
    • 5 live-work units
    • Office space

Summarizing the staff report: They bought the distressed office building in 2024 intending to redevelop it into condos, but it proved to be cost prohibitive and lacked enough demand. On August 19th 2025 they proposed a plan for 400 apartments but it was rejected. 9 months later they're coming back with this plan and staff is recommending approval this time.

Are DART stations zoned for TOD? Suburb Edition

Last month I looked into all the stations on the red line within Dallas to see if they have flexible zoning so that something could be built on underutilized DART parking lots or the surrounding area.

TLDR:

  • Most areas around the station DO have flexible zoning
  • Most large DART parking lots DO NOT allow for anything to be built on them
  • DART has filed rezoning requests for some of these, but Dallas has been slow. Westmoreland was requested 6 years ago!

For the suburbs:

  • Addison
    • Parking lot is office/hotel use only
    • Area around the station already has a planned TOD that's supposed to start construction this year
  • Carrolton
    • Flexible zoning everywhere
  • Farmers Branch
    • Flexible zoning and low parking requirements
  • Garland
    • Forest / Jupiter is limited and low density, but SB 840 applies
    • Downtown Garland is flexible
  • Irving
    • Flexible zoning in most stations
    • Hidden ridge parking lot doesn't allow development
    • Hidden ridge + North Lake College area zoning only allows office
  • Plano
    • There are some one-off developments planned near the Silver Line station but most others only allow low density office or retail
    • SB 840 applies, but we haven't seen developers use it yet
  • Richardson
    • All are zoned for a variety of high density uses
  • Rowlett
    • Flexible

TLDR on suburbs. Most have more flexible zoning than Dallas red line stations, especially for DART owned parking lots. But most of these cities also have a history of blocking certain types of development at the Planning & Zoning level. I think DART + Dallas should proactively rezone their underutilized parking lots in order to compete.

Former Edward Baumann Clothing building demolished, set to become part of Addison Transit Center revamp

The demolished site location is shown by the red pin on the second picture. It's at the corner of Addison Rd and Arapaho Rd.

This area is all owned by DART and based on some plans from several years back it's going to be part of Addison Transit Center's reconstruction. DART will be giving up their parking lot on the East side and shifting their bus transit center down to the west corner. Addison has drafted up several plans for this area over the last 10+ years, the latest of which is Addison Junction. Notably, Addison Junction renderings don't show what will be done in future phases for the area the transit center currently occupies. A pre-covid rendering showed office buildings, air-taxi landing pads (lol), and a grocery store.

Hopefully they won't drag their feet any longer on it so the station can be used to its highest potential.
