In the UK should the traffic feature of navigation work without WiFi? I was under the impression it should but not sure before I go back to the dealership.

I forgot my phone today and went to try the navigation on the 6e. I realised that there was no internet and that the navigation wouldn't load because it needed me to login and accept terms and conditions.
Reading online, it looks like there should've been an embedded SIM to provide internet access and that it might not have been activated by the dealer.
Am I right to think that this is the case and should go back to the dealer so they can activate it?
How did you guys get Mazda 6e app access? I've got the car registered on the My Mazda app but the 6e app just says "purchase not found". I purchased it three days ago so didn't expect to have to wait this long for this to go through.
Update: the dealer was fobbing me off on the phone so just drove back. They were so thrilled to see me and explained that they hadn't read the training for selling the 6e. 15 minutes later after re-reading the training and it was all sorted.
