Provident first bill disputable?

Hi all, I got my first utility bill from Provident (and my first in Canada) and I need help from you to know if all of these charges are for me to pay or is it disputable or is it actually the landlord responsibility.

I can't attach the bill but here are the charges for a 2 bedroom condo in with only 2 adults and 1 kid living in it.

Electricity charge $28

Delivery charge $43

Regulatory charge $1.5

Total after rebate and HST $60

Other utilities charges:

Hot water charge $50

Cold water charge $44

Thermal cool charge $36

Delivery charge (other utilities) $19.5

Total $150

HST $19

My total bill is $379 (because there's an account setup fee of $100 and security deposit of $50)

I don't understand what a delivery charge is and is it normal that it's double my electricity consumption?

My lease only says (electricity and water -> tenant) and (heat -> landlord). Air-conditioning is empty and no mention of any other charges.

I think I'm over charged by provident and also I'm not sure if according to the lease I should be paying for Thermal Cool charges, hot water and delivery charge (other utilities) which I don't know what are they.
