Neo City was built upon the ruins of an older metropolis. The city manages residents' access to housing, healthcare, transportation, and security through identity chips. Those lacking a legal identity do not appear in the city's population registry and are excluded from official relief lists. "Pier 7" in the Old District is one such enclave. It is home to individuals who have lost their identity chips, unregistered migrants, workers left behind by defunct enterprises, and families deemed "non-existent" by the city's systems. The police had long tacitly permitted their presence there—until the day a massive instability occurred in the underground energy pipeline network.
