There is something wrong with the account-related systems.
Although unrelated to the server outage over the past few hours, I am unable to log in to my billing account. I created a new billing account this morning, but I can only log in via the legacy login page.
Furthermore, even after logging in through the legacy page, I cannot assign the PRO account to the storage; this is because the confirmation email required to link the storage to the billing account never arrives.
I am also unable to link the PRO status to storage that is already associated with the billing account.
To me, it appears that the account-related systems are fundamentally broken.
