The cylinder is spinning with car key or anything that fits in it. I am wondering if it is repairable or should it be replaced? 2019 Camry

I am looking into getting my car with out-of-state salvage title bought from auction inspected in NJ. It is salvage because of hail damage. Apart from the dents, the major damage is the windshield and I have it replaced. I have some questions about the process:

1. Do I need to switch the current title to NJ salvage title before going for the inspection or will they accept the current title?

2. Is the fee paid on the same day of the inspection or is that prior?
