What is this black rock?

Found it at cabrillo beach California.
Not sure what it could be.
You can see swirls. It feels very solid and hard.

Found this at the PV peninsula coast. Looks like chert? But not sure. I google searched and pet wood appears in results. But not sure what it could be.
