Has any construction started, land acquisition progressed, or has the timeline changed? Any recent government announcement or on-ground update would be helpful.

Vasai, Nalasopara and Virar face flooding almost every monsoon, and there are still many open spaces.
Why doesn't the government build large lakes or underground rainwater storage reservoirs to store excess rainwater and release it later into the creek?
Is this technically possible? If not, what's the biggest challenge?
