Is this by Himaruya, or an fanwork?

Looks like Himaruya's style but I don't remember seeing it. Is it official or fan made? Anyone knows?

Are nations representatives of the people, or the government?

So yesterday I found this comment:

"(I can't imagine as historically accurate) nations as representatives of only the people. To me they are 50% people and 50% government. This is proven in that comic strip about the French Revolution, in which France didn't participate."

And it got me thinking. Obviously the fandom varies wildly in interpretation of this, and so you get stories going from they fully represent the government (which usually results in great love/hate interpretations of historical facts or periods) or they fully represent the people (which results in complex stories usually focused on struggle and overcoming a country's internal contradictions).

So what's your take (or preference) on this? And why?

Cómo es el protocolo para saludar?

Si soy una chica, ¿cuál es el protocolo para saludar en España? Tengo entendido que dos besos, pero ¿siempre dos? ¿o hay ocasiones en que no se esperan besos, o uno solo está bien?

Aplica para cuando me presentan a alguien por primera vez, imagino. ¿Y en un contexto laboral también?

¿Es un beso de labios a mejilla, o más un contacto de mejilla a mejilla y un "muac" fingido?

Y como todo aquí varía por región ¿Es diferente según la comunidad autónoma?

No es que me resulte extraño ni nada (en Cuba damos un beso como saludo aunque sean desconocidos) sólo quiero tener claro cómo debería hacer en España.
