Hi everyone. Amateur here. Please excuse stupid questions. I am trying to replace the Ball Crank Bearing Retainer in my daughter's Huffy 18 inch SeaStar bicycle

It looks like I cannot remove this part no matter what I do. I don't even know what this part is called. I tried rotating the screw and it stops moving after turning a little. I cannot even yank it out it seems to be stuck.

I cannot remove the broken Ball Crank Bearing Retainer without removing this part because it blocks everything under it in the crank set.
