The obstacles were both structural and deeply rooted in prejudice. Eastern politicians and the national media viewed New Mexico’s large Spanish-speaking population with suspicion, questioning their loyalty and fitness for self-governance. The territory was seen as a “bad bargain” whose people were “unlike the rest of the United States.”^(5) Unlike in Texas, Arizona, or California, where Hispanic culture was quickly marginalized, the Hispanic population remained the majority in New Mexico until the 1940s, and this cultural persistence made the territory seem foreign to Congress.
