Had a pre application interview with a PI, now I’m confused.

I sent out a cold email to a professor for an engineering PhD, and he asked me to schedule a 30 minute get-to-know-you chat, which ended up extending to a 1 hour long interview with him going through everything on my resume, and I asked him a few questions as well.

In the end, he told me he was interested in me, but he had to interview other people so he would let me know later.
He also told me to stay in touch with him and asked any other questions I might have on email. He also asked if I could send him some reports pertaining to some work on my resume, and that we may have another interview.

Since then, I sent him a thank you email, attached the reports and asked him a few questions. It’s been a month since the interview, and I haven’t heard back since.

Should I take his silence to mean that he simply expects me to apply? Is complete radio silence on his end a sign or am I overthinking this?

Do professors ever let students know that they have been selected?

Confused about my application profile

Currently an MS student, and I want to apply to PhD programs in aerospace in the US.
The good parts first : I know what I’d like to work in, the exact labs, and have a demonstrated history that builds towards that topic, just not formal research( I have an undergrad satellite project and grad level theory and lab courses exactly related to the topic)
The bad parts/part I’m stuck with : I’m finding it hard to get into a lab to do research at my MS course because professors either don’t have the funds, or don’t have the bandwidth to take on new students.

So how do I actually improve my profile? Literally any advice you can give me may help so pls say whatever you may have to say.

Is there any way to know when the pool at arc is open?

The last two times I’ve been to arc to go swim the pool has been closed due to weather - is there any way to see when it is open?
