New to a puppy, refuses to get up outside

Hi, we’ve had him for about two weeks now, he’s 7 months and a mixed but definitely carries a lot of the attitude and strength. He’s mixed with a Belgian mastiff

Recently when we’ve been taking him out he’ll lay down and refuse to get up, some days it gets up to and hour and at that point it’s a two person operation to lift him up and carry him inside

We use a regular collar and a vest but pulling on the vest to lift him up usually doesn’t work. During the time he dosent go to the bathroom or really do anything besides refusing to move and dis his heals in, we’ve tried luring with treats and a toy, or getting someone else to come out and get his attention but it hardly works. It’s getting to a point of major frustration, he’ll come up and signal he needs to go out, but again refuses to and refuses to get up

Any advice would be greatly appreciated, it’s gotten to the point he’s been going to the bathroom inside, he naps quite a lot so I don’t think he’s tired

7 month presa canarino Shepard mix goes to the bathroom inside after walks and outdoor trips. Only had him for about a week but it’s a reoccurring issue

It’s been a trend where he urinates inside, we take him out, wait for a while or take him on a long walk, after him just sniffing around for a half hour refusing to go or just laying in the lawn, he’ll come inside and usually to #2 right inside. We’ve tried more regular outdoor times, we’ve been using the crate more, I tried crate training with downtimes after but should I do it before? He doesn’t even indicate to anyone, he’ll do it in front of us, and it’s been in the same spot, any advice? I figured it’s a training issue and not discipline but either way, any advice is greatly appreciated
