Moving to Reading. Best area to rent a studio for under $1000, walkable neighborhood, trees, pretty. And the best things about living in Reading?

Fairview Ave. Area? Downtown looks like it could be fun and interesting architecturally but most apts are walk-ups and I like ground floor.

Harrisburg, are these distinct from one another?

Midtown, Historic District, Arts District, Riverfront? If so, what are their boundary demarcations?
And tips for living happily in or nearby would be appreciated.

Renting Harrisburg apartments near the river

Hi, I love the area near the river. My budget is under 1000.

  1. is the area prone to flooding. If so, how much flooding and how often?
  2. the on-street parking, does it require a permit? moving one’s car for street cleaning?
  3. are there garages for monthly parking?
  4. any property management companies to avoid?
  5. are there little neighborhood grocery stores that you can walk to?
