These are the % change of healing between the live patch and the next patch. Positive % values are a buff and negative % values are a nerf.
Description:
If Fiddlesticks has any Ability Haste from any source, Q will fail to fear enemies if it casted just when the cooldown finishes (Buffered).
Steps:
1.- Choose Fiddlesticks
2.- Build or have Ability Haste from any source like items, runes, shards, teammate abilities...
3.- Spam Q constantly in a target.
4.- Notice that the first time will fear the enemy but the second time won't fear. After that, the third time will fear, the forth won't fear, the fifth will fear......
