HR refusing to communicate about civil rights complaint in writing [DC]

The fact that I'm posting this online will probably highlight how desperate I am feeling. I could use some perspective. I will try to keep it as anonymous as possible.
I am experiencing targeted discrimination at work based on my identity. It has escalated to the point where I've filed with the EEOC after multiple years of trying to work with HR but having the harassment increase, including in new policies by my company. I genuinely tried working with my employer and this complaint is in good faith. Since learning about the complaint, HR and my company's legal team have been refusing to have conversations via email/ teams (in writing) and will only answer questions I have in person or in teams meetings - no recording allowed.
Each time, I ask that we have the conversation in writing so that we can both refer to it later. They then stop replying or talk in circles and just keep saying they are happy to speak more in person/over video chat.
I am being laid off in an upcoming layoff, my attempts to apply to other internal roles keep getting mysteriously blocked, and now it looks like they will deny my severance unless I drop my EEOC case. I try to clarify with them if this is the case, and they refuse to answer in writing. They also ignore emails I have with other questions about my layoff.
I don't get it, because I would think they would also want to document conversations regarding such a serious matter.
Is this normal?
