Activation issue

It has been 48 hours, and one of my lines is still showing as "Activating." I have been going back and forth contacting T-Mobile and US Mobile, but I've had no luck. T-Mobile states that they have canceled and released my number. US Mobile also mentioned they would escalate the issue with their porting team. 8/9 lines were completed in under 10 mins. I don't know what's wrong with this one :(

Port in from Tmobile

Hi, I'm a bit confused about how to port in my numbers from T-Mobile. Do I purchase a plan for each phone first, wait for the SIM cards to be delivered, and then go to the website to activate and port them in? Or do I need to buy the physical SIM cards first, complete the port in, and purchase the plans afterward? I have 9 lines to move over from T-Mobile. Thank you.
