Is it simply too many mods? One of the paid creations? Disorganized load order? Too many leveled list stuff?

I already uninstalled and reinstalled Fo4 after deleting save data, cleared and rebuilt my system cache, anything else I should do?

I keep crashing in Boston and North End.
I’m thinking it’s the # of weapon mods, but should I just delete the entire load order and keep it below 50?
