we're staying in merida in february. is traveling around by taxi, Uber, bike (or some other method) easy and affordable

I'm spending the week in Utrecht, cycling everywhere I go and I'm surprised at the number of high speed motorcycles that zip past me. Many of these seem road-worthy. Are these cycles legal for bike paths? Is this usage considered OK. Beside the noise, I'm ok with it, but it makes me wonder how accepted these cycles are by locals.
