Mod Creator- Having Issues Consistently Showing Quest Dialogue

I'm currently creating a custom character mod, and at one point I have a quest that prompts you to find and talk to a character, then completes it when you talk to them. I'm currently using include in my content file and edit data in the json to add a custom dialogue option to said NPC, but it wasn't showing up consistently with conversation topics due to how the game handles dialogue priority. I instead pivoted to directly editing the dialogue just for when the quest is active, using when 'HasActiveQuest' to check. But this data doesn't load until you save with that quest active- so you have to wait a day before actually being able to talk to the NPC, activate the dialogue and complete the quest. Is there a way to get this dialogue to the highest possible priority using conversation topics so that I don't have to do the HasActiveQuest condition, or is there a way for me to maybe get SMAPI to check this data again upon loading a new map or something? Or another simpler option I'm missing? Thanks!

Edit: Worth noting that I'm using Content Patcher for this.

My family dog is a caucasian shepherd/saint bernard cross (male, 5 years old) and we're located in the UK. We're currently having an issue with his recovery.
Essentially, he had to have a wound on his side cleaned after an infection. It was an infection that burst and left a hole the size of a child's fist.
Great news is that it's healing very well. It's not infected and he's on painkillers.
Bad news is actually because of the cone. He has a bad habit of shaking his head a lot, and because he's had to wear the cone for about 4 weeks it's been slapping the cone every time he does it. Now the ear is swollen and hot to the touch. He's also very, VERY smelly. He's a dribbly dog and we can't keep the cone dry for the life of us, so that swamp smell could very well just be really stinky wet dog, but the vet is worried that the ear could be infected and making that smell. He was unable to get a swab of it because Syd growled at him, so he'd have to be put under to get that.
We've washed him and his neck and the inside of his cone multiple times, but the smell just comes straight back after only an hour or so- if it goes at all. Best I can describe the smell is that it's like you put your nose right between someone's buttcheeks.
We've tried him with a donut but he could still reach his wound, and we tried him with a recovery suit but we couldn't get the sizing right, he'd lick other parts of himself in stress, and he'd lick right over the fabric covering the wound anyway.
It's important to note that this wound is supposed to be open healed, and it could take another 2 months in the cone for that to be done.
We just want to find a solution that will keep him from hurting himself and also keep him hygienic so he doesn't develop any rashes or other infections. Hopefully if he can't hit his ear as much then we can stop it from getting worse.
Any suggestions would be very welcome.
