

Meta Lead Ads: Poor Lead Quality Even After Higher Intent + OTP Verification. Need Advice.
Hey everyone,
I've been running Meta lead generation ads for a wedding photography company for about a month, and I'm struggling with lead quality despite trying multiple optimizations.
Some of the issues I'm facing:
- A large number of leads don't answer calls.
- Many people who do answer claim they never filled out the form.
- I'm receiving leads from locations that I haven't targeted.
- Some phone numbers appear invalid or unreachable
To address these issues, I've already:
- Switched my Instant Form to Higher Intent.
- Enabled OTP-based phone number verification.
- Disabled location expansion / showing ads outside my selected locations.
- Limited placements instead of using all available placements.
Refined targeting multiple times.
Despite all this, the lead quality hasn't improved much.
One thing that's particularly confusing is the OTP verification setup.
I've configured the form so that users must verify their phone number via OTP before submitting.
However, when I check the leads in Meta, I still see entries where the phone verification status shows "False" or "Not Verified."
This raises a few questions:
- If OTP verification is mandatory, how are unverified numbers still being submitted?
- Is there a known issue or delay in Meta's verification status reporting?
- Has anyone else seen leads come through with "verification = false" despite OTP verification being enabled?
- Could these leads be bypassing the verification step somehow?
