Is it possible to get into a good university EE program with foreign bachelor's and poor GPA?

Hi. I recently graduated with Bachelor's in Software Engineering. I've been in immigration alone due to situation in my country since my first year in university (studied remotely) and all that time had to work and figure out my living, so I was not able to be a distinguished student. It's hard to tell my exact GPA as we have another system, but let's say it's around 2.6 - 3.0.

In my last year or two I figured that I would like to do something more complex and Electrical Engineering is my choice, for which I want to start pretty much from scratch and get second bachelor's. I am planning to stay in Canada and after (hopefully) getting my PR try to get into university. I obviously can't aim for anything great, but I want program be proper, with opportunities and possible to get into with my situation.

What would you recommend for me to do in my situation to increase chances? Which institutions and programs to pick?
