Spooky tune from a dream

Hi, I'm totally new to music composition, and I have a sort of a theory question.

In the following code, the first line is a simple little melody I heard in a dream and then picked out when I woke up in the night.

The next line is something I just added, and I really like how that alternation of 63 (D#) makes the whole thing sound creepy as hell. Why does it do that? It's overlapping mostly with 62 (D), so there's a lot of dissonance, I know. What else is going on?
