Hello everyone! Got a few cool alternate arts for this commander and I wanted to create a budget deck for him. Any ideas on how to build or budget cards to add? Would be cool if we can keep the deck between 25 to 50 USD

Love how his ability works and I wanted to try out bouncing creatures around. Also, is his ability mandatory? If so, does he bounce himself if he's the only creature on Turn 3?
