SBR has a rule that a player can’t discard tiles of other suits when he still has tiles of voided suit in hand.

How is this enforced in a physical game?

Couldn't a player break this rule any time? The hand is concealed, so how would other players know if a non-void tile was discarded before all void suit tiles?

If called on it by another player when they do eventually discard the void suit tile... couldn't the cheating player just claim it was a drawn tile?
