Holley 600 rebuild issue

I just rebuilt my Holley 600 and when I started up the engine fuel started leaking from the plugs that go where the adjustment nut would be for the needle and seat on the primary bowl and secondary bowl. I did soak the fuel bowls in Berrymans carb cleaner from AutoZone for about 30 min. I took the fuel bowls back off and the needle and seat seem to be working fine. I poured some alcohol inside the fuel bowl at the brass cap and none leaked out. I guess it needs to be under pressure. Should I have not soaked them in carb cleaner. I would think that would be a normal part of the process and I am sure I did it as a kid. Any thoughts on why it is leaking from there. Thanks.

Holley 600 throttle plate return spring

I am rebuilding my Holley 600 and from what I have read it sounds like the little throttle return spring should shut the throttle plate shut on its own. Mine is not. It will work pretty smooth when it's wet with carb cleaner but dry it will stay open wherever I put it. Is that spring supposed to shut the throttle plate on its own as I also have the double spring that is supposed to be a "backup" I always thought that is put on after the carb is mounted that keeps it shut. This is off my 66 fairlane 289. Thanks.
