Purpose of this post is to do a final sanity check before the purchase. If you want to then feel free to build one from scratch instead of using my cart as a baseline. Please don't use pcpartpicker, in my country things that cost $500 on picker cost $600 for me.

Which is theoretically within my budget as shown on PC Part Picker, but by the time I put all the components in the shopping cart of one of the websites available to me, its nearly 9000 pln which is over budget by 400+ bucks and I already decreased SSD to 1TB and RAM to 16.

I guess my country has pretty bad prices, so essentially I need to make this cheaper by at least 400 bucks or need help finding cheaper retailer that will ship the parts to PL, or maybe an alternative for some parts that is cheaper in my country.
