Penn ED Rules for International Colleges & Fin Aid

I'm an international applicant planning to ED Penn. Since Penn is need-aware for internationals, I'm not going to be applying for aid (although given my family income I would qualify for nearly full aid). This might not look like a good decision, but my family and I have foolproof plans of arranging funds keeping in mind that employment for internationals is not guaranteed given current circumstances. Moreover, I'm from a highly competitive country where less than 5% of Penn admits get any aid at all.

I'm also applying to certain top colleges in other countries (think Oxbridge, Imperial etc.) where I might get full merit (tuition+living) scholarship. Although I would still prefer Penn to any other university, given the difference in cost (nearly 400k usd), I would most certainly prefer going to the other uni.

I understand that Penn is binding even for international colleges, and that Penn allows ED admits who have applied for fin aid to opt out of the ED agreement in case they receive better fin aid packages. In my case, would I still be able to opt out of the ED agreement after not applying for aid? Is there any grey area there where I am able to opt out of the agreement

Dartmouth Waitlist Closed

Did everybody get this email?

Dartmouth Waitlist

I called Dartmouth admissions yesterday and they clarified that they aren't going to be taking anyone off the waitlist this month. Any movement can be expected only in late June or early July.

I keep hearing different things on different posts so tryna clarify: has the waitlist moved at all?

Some people said it moved before May 1st which I think is fake since I don't think it has ever moved that early and most of the posts/comments provided no proof

Context:

I'm an international applicant who was waitlisted from multiple Ivys. I submitted my waitlist letters to all colleges around mid April.

My school has never had an Ivy admit, and since our class size is fairly small, the principal knows me well. Consequently she sent an email 2 weeks ago vouching for my candidacy to my waitlisted universities.

In my country, there are national exams at the end of grade 12 which serve as the deciding marks for college admissions. To better prepare students, a lot of schools (including my own) keep internal testing in grade 11 and mid term exams in grade 12 quite difficult. I consequently had a huge dip in marks in 11th grade. However, I have finally received my final national exam grades and they are extremely strong.

Question:
My school counsellor is going to submit my final term grades through Common App. Should she also email the colleges and write a few lines reiterating my academic capability? Should I also write a short update email reiterating my dedication to attend the college if I am admitted, and how my recent grades are a better reflection of my academic capability?
