$1000 penalty for T2 paper filing

I have a corporation where a tax preparer filed the T2 for me annually. Last year, he claimed due to a technical issue with the software, he filed a paper return instead. A few days later, the technical issue was cleared and he filed again electronically. I was accessed the $1000 penalty by CRA due to the paper filing, although according to CRA, both paper and electronic versions were effectively received on the exact same day. I feel like the penalty has been wrongly applied because the paper filing was due to a software issue and the electronic filing was filed as well. I plan to file an official objection and a taxpayer relief request simultaneously in case the objection is not approved. I have been advised the turnaround time is more than a year for a resolution.

Since I have never conducted any actual business using this corporation, hence every year all line items are zero. The corporation has no assets and no liabilities as it has never been in operation. My question is, if the $1000 penalty does not get eliminated by CRA, and as such I decide to dissolve the corporation, will there be anything to worry about in terms of the outstanding tax liability that gets unpaid? It's unlikely that I will ever do actual business in this corporation and I have been thinking of dissolving it anyway. I rather not pay this penalty (which is unfair in the first place) if dissolving the corporation effectively cancels the liability (or becomes uncollectible).
