How the cabinet scholar system works??

I'm sooo tired of giving cabbage to balance kids only just to turn out I can't use that scholar to change the current one!! Why?? I wasted so many resources thinking it's the one but in the cabinet it's still writing that I can't change. Omg I just hate my weak useless cabinet scholar but the worst part I can't even change it's trait to the one I want
