So my wife and I are playing arcs and had a question about this card.

It says "Take a resource of that city type from them, and give them a resource they dont have".

So two questions.

1. Is it mandatory to use this effect whenever you tax?

2. When you take a resource with this card, it says to give them a resource they don't have. Does this mean that if all you have are resources they have, you could just take their stuff for free?
