What’s the deal with Proto mechs?

I’m somewhat new to the setting and stumbled on ProtoMechs. I’ve read through the lore, but am confused by their inclusion in the universe. They seem to be outside the bounds of some BT lore and visual norms/aesthetic. When did they come on the scene in BattleMechs real world history, and what was the idea behind their inclusion into the universe?

Copy of the first 1040 tax form.

Previous owner of home did taxes from his home. Found these and thought I’d check to see if they were valuable before I got rid of them. The paper appears like treasury type paper and there’s some sort of historical archive label on the frame border.
