i was watching this video "New Vegas Cut Locations and Map changes" by TriangleCIty, and he pointed out that on the Ultra Luxe's postcard, you can see that there's a road around the fountain which got replaced by just having a sidewalk. (shown in-game) Probably when the entire strip got scaled down significantly during development.

however i remembered something, in the TV show they have the fountain in the center and a circular road around it that. This obviously wasn't an intentional thing, but i did find the coincidence interesting.

I've also included Jason Sereno's pre-release concept art for the strip, which shows the much larger area intended to be around the Ultra Luxe's fountain (bottom right)
