2010 TL 3.7

Sounds like exhaust leak, but almost pinging. Seems loudest by torque converter. Thoughts?

When raining outside this random pipe lets water in, but it's running near the sewer. Also why does the sewer go out above basement slab level?

Why would this be covered up but no tile seemingly ever laid on it?

Would like to cut flush or plug, doesn't seem to be anything but a vent but I have no idea what for, will not pull out with minimal effort. No piping in garage or anywhere in home that I am aware of. Thanks!
