Right turns out of dmv parking lot (Gilroy, CA)

I was riding around the Gilroy dmv to check things out before my test in a few weeks, but the exit out of the parking lot confuses me.

(Starting point is from the white minivan) From what I learned, you have to take your right turns into the closest lane to the right, but in this case, the closest lane to the right forces you into a "right turn only" lane. And say I want to go straight or left at the intersection, how am I supposed to get there if I go into the right only lane where there's solid white lines that I can't change lanes into?

The solid white line starts VERY close to the parking lot exit to the point where if I want to turn into the closest lane then make a lane change, I wouldn't even be able to finish the initial right turn or make my vehicle even somewhat straight before the solid white line starts (See photo in replies)

Some Gilroy route videos turned into the second closest lane to go straight, but I thought that was against the law to not turn into the closest right lane when turning right and would result in a fail? Almost feels like a spawn trap, or am I missing something?

An old comment said to move into right most lane, then immediately switch into any of the 3 since it "forks" out, but the repainted solid white line extends really close to the turn.

Very confused here...
