Ocasio-Cortez Submits 11 Amendments to the National Defense Authorization Act

Amendments mostly pertaining to humanitarian aid and transparency:

Prohibits the transfer or provision of any defense articles and services pending Congressional authorization and written Presidential assurances that the recipient country is not restricting the transport or delivery of humanitarian assistance and is complying with international law.

Requires the Department of Defense to publish a report on the use of any military facilities in Puerto Rico. (Cosponsored by Representative Nydia Velázquez (NY-07))

Requires that the Secretary of Defense submit a certification addressing human and civil rights violations in Peru after the mass killing of protesters in Peru in 2022 and 2023.

Restricts the use of Department of Defense funds for security cooperation with the Ecuadorian government until the Secretary of Defense and the Secretary of State certify to Congress that the Ecuadorian government is adhering to human rights laws. (Cosponsored by Representatives Greg Casar (TX-35) and Jesús García (IL-04))

Calls on the Department of Defense to produce a report on past human rights violations in Colombia, including an overview of the United States/Colombia military partnership from 1980-2010. (Cosponsored by Rep. Greg Casar (TX-35))

Requires the Secretary of Defense, in coordination with the Secretary of State and the Central Intelligence Agency, to conduct a declassification review of documents related to the United States and American companies’ involvement in Chile’s coup of 1973.
