Cayuga county deputy charged with multiple counts of rape of a minor

Auburn, N.Y. — State Police arrested a Cayuga County Sheriff’s Office deputy Friday, charging him with multiple counts of rape involving a victim younger than 17.

Hunter R. Lawrence, 25, of Auburn, was arrested following an investigation into an inappropriate relationship with a minor, according to a State Police news release Saturday.

The investigation determined Lawrence engaged in multiple sexual encounters with a victim younger than 17 over an extended period. troopers said. The incidents occurred over a period of time as the victim aged, resulting in multiple charges under different statutes based on the victim’s age at the time of each incident, they said.

State Police did not say whether the victim was a boy or girl.

There are no allegations the conduct occurred while he was on duty, troopers said.

Lawrence joined the sheriff’s office in 2023 as a patrol deputy, according to a sheriff’s office Facebook post.

State Police worked closely with Cayuga County Sheriff Brian Schenck, who was notified of the allegations.

On Friday, Lawrence was placed on paid administrative leave and relieved of all law enforcement duties, including his authority to carry a firearm, according to a statement released Saturday by Schenck.

The Sheriff’s Office has opened its own administrative investigation to determine whether Lawrence violated the agency’s policies, procedures or standards of conduct, Schenck said.

Lawrence was charged with:

Two counts of second-degree rape, felonies.

Two counts of third-degree rape, felonies.

Endangering the welfare of a child, a misdemeanor.

Second-degree rape in New York is defined as a person who is 18 years old or older who engages in sexual conduct with a person under 15 years old.

Third-degree rape is someone who is 21 years old or older engaging in sexual conduct with a person who is less than 17 years old.

Lawrence was processed at the State Police barracks in Homer and transported to the Cortland County Jail to await centralized arraignment, troopers said. As of Saturday morning, Lawrence was no longer in jail, according to online jail records.

I recently posted about a cop who pulled me over, and became provogative when I invoked my right to remain silent, saying things like, "you're one of those", and "someone else could treat you a little differently", and "you're being a dick for no reason". I plan to report this cop to their department. Any advice on how to go about this, and if I should report this officer to any other parties?

A Black former Marine and security company owner who was pulled over, handcuffed, and searched by San Diego police twice in less than a year, including once at gunpoint over a legally owned firearm, is suing the city and two officers for racial discrimination and civil rights violations.

Hakimkhalfani Webb, 62, served 21 years in the Marine Corps across three combat deployments and has no criminal record, according to the federal lawsuit filed June 19 in U.S. District Court in California and obtained by Atlanta Black Star.

On June 14, 2025, Webb was driving home from a security job in San Diego with his lawfully registered 9mm Glock pistol in his vehicle. He’d recently swapped the front bumper on his work truck and hadn’t yet reattached the front plate, which was sitting inside the cab.

That was enough for officers Michael Hagen and Adrian Villanueva to pull him over. When they spotted his gun, both officers drew their weapons on him. Webb says he raised his hands, told them he was a licensed security guard, and explained the Glock was for work. Hagen allegedly told Webb repeatedly that he would shoot him. Webb says he responded that he understood and would comply.

Officers handcuffed Webb, placed him in the patrol car, and asked to search his truck. He refused, so they searched it anyway, telling him his consent no longer mattered. They found nothing illegal.

After running the Glock through a database, Hagen told Webb he was being arrested because the gun wasn’t registered to him, despite Webb having owned and registered it since 2001, and despite carrying a valid Bureau of Security and Investigative Services (BSIS) gun permit at the time of the stop.

Officers photographed him, released him from cuffs, and issued a misdemeanor citation for allegedly possessing an unregistered firearm. They never cited him for the license plate. They did, however, confiscate his gun.

Three months later, prosecutors confirmed they wouldn’t pursue charges. The lawsuit says the city knew by mid-September that Webb’s gun was properly registered all along, the mistake stemmed from an officer who failed to run the full serial number during the stop.

Webb says the seizure cost him real money: without his preferred 9mm for jobs requiring him to repeatedly enter and exit his vehicle, he couldn’t bid on certain security contracts. The city didn’t return the gun until December 2025, after he paid $40 in fees.

A Second Stop, Days After He Asked the City to Clear His Record

On Jan. 23, 2026, Webb formally requested that San Diego seal and destroy records from his June arrest. The very next day, he spotted Officer Villanueva’s patrol car in South San Diego. Villanueva made a U-turn and began following him.

Webb says he came to a complete stop at three separate stop signs. After the third, Villanueva pulled him over anyway, claiming he’d rolled through it. Despite full compliance, Webb was again ordered out of his vehicle, handcuffed, placed in the patrol car, and made to pose for “mug-shot style” photos from the front and side. He was held roughly 30 minutes, surrounded by additional armed officers, then released, and no citation was issued.

For context, I made a grocery run in the evening when I was pulled over by a cop in Iowa. They claimed that I was driving around without my headlights on. However, I have evidence that my lights were on, but I was made aware that my right headlight was burned. Also, I have retrofitted a memory foam mattress in my car which I use for camping and emergencies. Below is the transcript of the stop, which I fetched from the dashcam audio (I don't want to post the video for privacy reasons):

Officer: “hey there”
Me: “hey”
Officer: “(name) with the "" police department, what a night, what do you have going on?”
Me: “uhhh nothing.”
Officer: (shining light around bed) “no I mean with... (shining light around bed)”
Me: “I-I don’t answer questions if that’s cool.”
Officer: “Ohhhhh, you’re one of those, okay.”
Me: “hey-”
Officer: “the reason I am with ya is because you’re driving without your headlights and I didn’t want anybody to hit ya. Can I see your driver’s license, registration and insurance?”
Me: (hands documents without question)
Officer: “Thank you, be right back with ya buddy”

Officer: “Here’s that back for ya sir. Alright, so I am writing you a ticket for driving without headlights. Okay? You have the right to go to court if you’d like, I have that court date set for ya on the 15th at 08:30AM. You don’t have to, simply an option available. Otherwise you can go to iowa courts dot gov. You can do cash, check, or credit, or set some sort of payment up, okay? As for you, need you signature here. Not an admission of guilt, just saying that you’ll appear in court or pay”
Me: “So you said both lights are out?”
Officer: “Yeah, you’re driving without your actual headlights, you’re just driving with your parking lights.”
Me: “it was on this thing the whole time.”
Officer: “I saw you turn them on when I got to you and I told you.” 
Me: “Oh.”
Officer: “Next to the x, please”
Me: “Where?”
Officer: “Yep! I don’t know if this works for other officers or not, but just for your future reference, being kind to people goes a long way okay, and especially if you’re being respectful. So just-just for future reference.”
Me: “I mean, I have rights to not answer questions.”
Officer: “you have rights to be a dick for no reason?”
Me” I have right to not answer your questions. It’s- that’s my right.”
Officer: “I’m just giving you a heads up moving forward, someone else could treat you a little differently.”
Me: “No, I’m abiding by my own rights to not talk to you, that is my right, I am not required to talk to you.”
Officer: “Correct.”
Me: “So it’s not being a dick”
Officer: “yes, well, just being disrespectful when someone is asking you a question.”
Me: “Are you saying that you would have changed the outcome of this stop had you…”
Officer: I’m saying someone else could have a different outcome. Different officers have different discretions. Just giving you some advice, but sounds like you have life figured out. Have a good night.” 

Although I agree that there was cause to make a stop (given that one of my lights were malfunctioning), I feel disrespected that the officer called me a dick because I didn't want to answer their questions about my car living situation. I'm also questioning the statement where the officer stated "someone else could treat you a little differently." Thoughts?
