Is this a code violation?

Is this a code violation?

I apologize, I'm a first time home owner and I'm still learning. These weeds are wrapped around power lines. They also have a tree that is pressed against our fence and its constantly making a creaking noise. I believe they rent the house. Will reporting this do anything?

Does it really still look bad?

Our property did have a lot of vehicles and we got rid of most of them except two that were fully restored new paint wheels and covered , when the officer came to inspect he said he wanted everything gone , there has never been any record of compliance and I wrote the supervisor asking for an updated condition report because everytime we would get another citation for something else, and the same issues would continue being reported like the bus trailer and van noted have long been gone as you see, also in a image the city took to cite another violation also shows a difference these gone.
Code enforcement updated his paperwork with this:

Significant violations persist, including blight, accumulation of junk and debris, and
multiple unregistered vehicles. Six vehicles and/or trailers parked along the front fence
are not properly registered. The frontage area and fence line are also cluttered with stored
metal auto parts., no meaningful progress has been made

The supervisor also stated a similar response .

The 2nd to last image was a image from code enforcement stating we built a fence blocking public right of way ,

Will unrelated back garage without permit be an issue in possibly building a living space on top of a legal garage?

Not sure about all of the terminology. For context, I’m referring to Orange, CA. My in-laws own a good sized piece of property with a back garage that was built by my father-in-law who owns a masonry company. The back garage is definitely structurally sound and has never had any issues. It’s been there for a couple decades. Basically, my husband and I are wanting to discuss building on top of a permitted garage in the front of their property to live in. When we’ve talked to them in the past about building an ADU on any part of the property, they’ve just been anxious about people being on the property having a problem with the back garage. When I’ve asked ChatGPT, it says it wouldn’t be an issue because it’s not the garage we want to build on. Any advice? Is this even the correct sub to post this on?

Homeless encampment / can’t remove individuals?

All of this is unfortunate of course, but on a wooded lot right across the creek that acts as the border in the back of my property there is a homeless encampment that is growing. It is obvious that there are drugs or something being made or sold there as we see lots of traffic and hands offs on the entry way to the property down the road.

Lots of RVs, huge amounts of trash everywhere, they’ve lit the woods on fire multiple times and I’ve had to call the fire department because the fire was rapidly spreading, etc.

Code enforcement has been alerted to it, they’ve cleaned up debris and trash, are fining the owner of the property many thousands of dollars for all the violations they are committing (they told me it’s over 7k as we speak). Apparently the owner is doing nothing and not paying either. I’ve written anonymously letters to the property owner alerting them of the situation and no response.

Police have been alerted to what’s going on and have investigated the campsite, one arrest was made I believe but they have done nothing else and the camp still exists.

In the end, code enforcement told me they can’t actually remove the encampment from the property, and cannot remove the RVs from the property (they are very run down and broken up).

Our neighborhood is a nice neighborhood with the entry point around 400-500k when a house sells, my kids love the creek with all the neighborhood kids, so we feel very stuck with this.

Anyone have any advice on this?

I want to be humane of course but I’m afraid the situation will continue to spin out of control. Maybe I’ve posted about this here before if so, my apologies.
