Free or rebated Level 2 charger in BC that works without Wi-Fi?

I recently got a Nissan Leaf, and my parking spot has a 50A, 250V NEMA 6-50R outlet for EV charging. I’m looking to get a Level 2 charger, preferably through a free program like Grizzl-E Club. 

The problem is that my parking spot is on -3 level and has absolutely no Wi-Fi or cellular connection, so a charger that requires a constant internet connection probably won’t work for me. 

Are there any other free or rebated Level 2 chargers available in BC that can work completely offline? 

I’m in Vancouver, BC.

Demand a heavy duty outlet for your home L2 charger

Even experienced electricians don't consider the heavy load of frequent charging. We had a very reputable guy put in our chargers, and my pops almost got zapped yesterday. Average ones made for standard residential use fail over time

[DashSharing] - Standalone 25' cables coming mid-Nov, pre-equipped units by end of year

A quick update from DashSharing on 25' cables based on some questions they’ve been getting:

>The standalone 25' cables will be ready around mid-November for under $100 (exact price TBD). Swapping cables isn't something we officially recommend for safety reasons, but we know a lot of people want the option, so we're making them available.

>If you'd rather get one pre-equipped with a 25' cable out of the box, those will be ready toward the end of the year.
