I imagine that after Chara's death, the witnesses blocked off the way to the mountain. However, after the witnesses all died and the story became a myth, the path to the mountain was reopened.

I came to this realisation a few weeks ago while writing my Reaction Fic.
After every Neutral Run, from the perspective of the Human Souls, they are trapped in a cycle of constant release and capture. Imagine moving on to the afterlife and finding peace, only for space and time to drag you back down to your prison so you may be used as a key to release the kid you'd previously saved.
And it just keeps happening, over and over and over again.
