eyeliner is a nightmare. I really want to do alt looks. Help me with this please. Ive been told to checkout monolid tutorials and those don’t work because of my downturned eyes.

Hi I have partially hooded eyes and it's kinda a struggle to wear eyeshadow as I currently don't have any brushes since my usual look is just eyeliner and eyeshadow smudged together and I never thought I would try to wear colorful ones so I'm asking if it's possible to make a look on my eyelid without brushes and make it look decent (I'm also a beginner)
I have hooded eyes, oily lids, and sometimes get watery eyes, particularly if using powder products near my eyes.
I can’t seem to find any eyeliner that will stay on my lid and in my waterline without transferring higher up on my lid or under my eyes, even those that claim to be waterproof and long-wearing.
I’ve tried both drugstore (Essence Stay & Play Gel Eyeliner) and higher end brands (Urban Decay, Stila) with no luck. I most recently tried the Sephora Collection 12 Hour Colourful Waterproof Retractable Eyeliner on the recommendation of Sephora staff and was disappointed.
I’m trying to move away from liquid black liner (Nyx liquid liner seemed to work the best for me, but if I did my liner too thick I’d get transfer and watery eyes would get rid of my wings) to browns.
Any suggestions for products or application to make this work?
I am going to a concert tonight and decided to be a little more whimsical than I usually am. Hence why I have gems glued to my face. I really love how it turned out and I got to try out a bunch of new products for the look. I am super impressed by my new Happy Eyelid bases. They are even better than my About-Face eye primer and that one has been my favorite for a while

Half of you say it balances a heavy top lash and rounds the eye out. The other half say anything dark underneath drags a hooded eye straight down. Outer corners only seems to be the truce.

My eyelids are pigmented with undereye dark circles, kajal looks so bad on me please suggest me how to elevate my eyes for everyday looks and party looks as well! I have a neutral olive undertone with a slight warm cast please suggest something.
Feedback welcome :) I'm a blue collar gal and don't want to do anything too high effort for work but this is how I usually show up. I find using dark liner in my waterline makes my eyes look small so I usually just leave them empty. And I don't use mascara on my lower lashes because it transfers down to them from the upper ones after a couple hours of blinking and squinting anyways lol.
How are people usually doing more glamorous looks? I have deep folds with loose crepey lid skin and I've never been successful at applying shadow above the fold and actually making it look good; I'm pretty good at eyeliner but without the shadow to balance it out it makes my eyes look narrow.
Products: Wet n wild megaglo highlighting powder Wet n wild 5-in-1 essence primer & finish powder Wet n wild color icon 10 pan palette I don't remember what mascara I have, I'm pretty sure it's maybelline, I'll update when I get home!
