Finally, I can make that mega gardevoir deck siiick

Is there some kind of weird etiquette i dont understand when someone puts forth an Oak for a random mon? I can't tell if this person meant to ask for Oak with their Swanna (so reversed) or if you see one of these rarer trainers you're supposed to "negotiate" more.
