Why can't i play RT56 with a friend of mine in mp

I cant play bc it says "Host has differant Game version

How does the Trotskyist path for Germany work?

I noticed in one of my games the AI had Trotskyist focuses instead of the normal Ernst Thälmann ones. I was curious what the triggers were to go down that path.
