Bike past it once in a while. I’m wondering what the reason is for the raised portions.

Bought this house 10 years ago, roof replaced 2014, prior to purchase. While getting a bid to paint the house the painter pointed out these sections of facia (about 8 corners in total) are not covered and causes problems. I went to explore and this is what I found. No bueno. How bad is it and what can I do? I also noticed when I was up there there seems to be no drip edge. There is some material over hanging into the gutters (to guide the water) and seems to be no decking rot but no metal there. I am not rich and know very little about these things. Any ideas or help you can offer is appreciated. Maybe it’s not a big deal maybe it is. Grateful for any help.
